Support for Mine Action
In 2019, the Kingdom of Norway contributed approximately NOK378.5 million (US$43 million) in mine action funding to 19 affected states (including 15 States Parties and four states not party), two other areas, and several non-government organizations (NGOs) and institutions for global activities.[1]
As in 2017–2018, Norway’s largest contribution went to Iraq (NOK86.9 million/$9.9 million) for clearance and risk education activities.
Norway allocated 81% of its mine action support in 2019—or nearly $35 million—for clearance and risk education activities in 19 affected states and two other areas. Norway contributed $2.3 million to victim assistance in four countries (Afghanistan, Colombia, Lao PDR, and Somalia), representing about 5% of its support.
About 4% (or $1.7 million) of Norway’s total contribution went to NGOs and institutions for global activities. A further $1.1 million or 3% of its total contribution was allocated to capacity-building activities in two countries (Bosnia and Herzegovina and Lebanon). The remaining 7% of Norway’s support for mine action (approximately $3 million) went to “various” activities, which could not be disaggregated by sector.
In February 2018, Norway Indicated that it will continue to give priority to countries demonstrating strong national ownership and clear progress towards completion.[2]
In February 2016, Norway and the United States (US) launched the Global Demining Initiative for Colombia to mobilize additional funding to support demining efforts. As part of this initiative, Norway announced a pledge of $22 million for 2017–2019.[3] During that period, Colombia was the second-largest recipient of Norway’s mine action assistance, with a combined total of nearly $20 million received.

From 2015–2019, Norway was one of the top five donors each year, and provided more than $180 million in support to mine action activities, with an average annual contribution of $37 million. This is one-quarter less than the $243.5 million recorded during the previous five-year period from 2010–2014. However, in its national currency, this represented an increase of NOK97 million (6%) compared to the NOK1,439.5 million provided in the previous five-year period.
